Put plenty of masking tape around the areas you are drilling/cutting in to. That way, if you do slip, the tape will afford some protection. Use lots though! Good luck. ;-)

if you can, remove the clamp from the bike - and then hold in a vice to drill out the bolt with a pillar drill - trying to do it by hand is likley to end in disasater - the drill snapping so you have an even harder job removing it.

cutting a slott in the bolt end so it can be unscrewed would be my first attempt providing you can do that without damaging the clamp.
