No, chromium is a lot harder than steel,
The media (if chosen correctly) will give enough of a key on the surface to allow paint/powder to be applied, but it probably won't remove the plating.
I've not had it done, but a plating co. can remove the chrome and copper layers. If you want rid of it completely.
