That one's tig'd, the brass brazed frames are easily identifiable by the gold coloured filler of the brazing rod (brass usually but can be other materials) in the joint, usually you see large smoothed fillets but some like my kili are smaller joins. Brazing is also used on the lugged frames too. Tig welding frames on the whole is a newer process only used since newer tubesets (older Reynolds 501/531/653/753 were unsuitable for it), like the Tange stuff.

It would be a job to prep that hole. It would have to be opened and lengthened. The arc would have to be reversed to push the weld in then swap the polarity for a second pass then file. I dont know. I really want that frame back. :(

Or it pulls it back so it doesnt drop in!
