Lived near Winchester all my life and never heard of them, there was a bike shop called Raymond Peters which became a Hargroves Cycles in central winchester near the theatre for years but never under that name as far as i'm aware, its currently a tanning salon and Hargroves has moved up the road 50m and to the opposite side. There was also a BMX shop in the mid 80's near the Royal Winchester Hospital and another general bike shop called Peter Hansford's in a village nearby called Oliver's Battery. I'll ask a couple of mates and see if they know.

Just happened upon this thread by accident - I've a feeling you might mean Worcester? Dad had a Townsend 531-framed road bike some years ago which was fitted with drop bars bearing the "Neil Scott, Worcester" branding? I don't know what happened to the firm, however. There was also another Worcester alloy bar maker who produced SR stuff under licence back in the 70s/80s but can't quite remember the name!
