Pace Forks headset bash it in?

Hi

Little help required please
I have pace RC36 Forks they came with a 1 1/8" steerer
I contacted Pace and got a new 1" aluminium steerer with 1 1/8" to 1" adapter fitted I'm fitting these to a 1995 Orange P7 with a 1" ritchey logic 1" ahead set, the steerer diameter measures 25.4mm the shim measures 26.1mm the inner bearing race for the ritchey logic measures 26.06mm
Before I tap it over the shim is this correct?

Thanks I was just a little unsure
I assume on 'standard' forks there must be a slightly thicker shoulder where the fork meets the bottom bearing of the headset than the 1" 25.4mm and that the Pace shim replicates this thicker section
