I have found a pair of these on some wheels.
Are they any good?
Would they transfer onto a wheel (using the same spokes) that currently has Mavic 517 rims on?

Yes and yes.

Any rim that is SUP (welded) and CD Ceramic is Mavic's top quality, although the 117 was early in their experience of making ceramic surfaces (c1995) and they hadn't perfected the method yet. Some would say they never did, but anyway they got better at it.

It's a slightly bigger rim than a 217 or 517, but I believe that spokes correct for a 517 might be only a fraction too long for it, depending on the profile - so it might well build up ok. It's also a bit heavier as a consequence, quoted at 450g rather than 395 (217 was 410g).

EDIT: spoke length difference appears to only change by 0.3mm so it would work.
