It's a hole based interference fit thing, BITD it was easier to drill a hole a certain size and turn the shaft to fit it then it was the other way round.

It's so that the lower race doesn't rotate around the steerer the bottom 5-10mm is a larger size, on 1" forks it's about 26mm, 0.6mm up on the steerer.

Doesn't explain Jez's problem, unless it just needs more "pursuading" :lol:

mark pearce of bromley bike told me that BITD king headset crown races either didnt fit, or were loose on rockshox steerers due to the variance in production. sounds like you've got the same problem.
