a clue: it has been stripped of paint and lacquered, so not originally natural shiny finish.

I think he means the stop to allow the cable to terminate directly above the canti's unlike v's which don't need it in proximity.

I think he meant canti stops . it is a frame designed for V brakes .
I saw it too , but not sure on the model.
