What do the adjustment block and screws do (part number 6 in picture)? I have removed one and the brake has more power and more modulation but there is a loud click every time the brake is applied.

leverage adjuster, the click is most likely the part that holds the cable head clicking as it gets moved back.squeeze your lever slowly and look at it.
 
If you remove both, you get more power, but softer lever feel. The click is normal on those levers ;)
 
Not sure how you guys are geting "more" power by removing the blocks as the leverage angle and cable pull doesn't increase with removing them.

If you want more modulation you remove them and you can place the block(s) you remove to above the roller to get rid of the noise.
 
It actually decreases cable pull. The lever pulls the most amount of cable to hit the rim, then the roller increases the leverage ratio of the brake lever and gives more power. Think of canti brake levers and v brakes, they pull less cable and are lethal if used in that combo, lots of power, but no modulation :LOL:
