Pace RC35 MXC fork bush problems...

Stripped these for a refresh/new elastomers earlier and upon inspection it appears the upper bush on one side is a) shorter than the other side b) has freedom to slide up/down within the fork leg.

This is telling me that something is wrong and using it in this state is not good.

Anyone any ideas on why the bush is so much shorter on one side than the other? There was no noticeable play prior to stripping in the fork.

Looks to me from the pics that one is sitting in a slot, the other doesn't seem to have the slot. Could be the pics? I might have a set of bushes somewhere if you need any?

What it looks like to me is the slot is say 15mm deep on both forks, however one of the bearing tapes is 15mm deep, the other say 10mm - leaving a 5mm gap and room for it to slide about. I see pace sell the bearing tapes for around £8 on ebay and it does look like the upper one maybe a deeper tape than the lower, so i'll fetch out my tapes just to ensure they are not the wrong way around (upper/lower) and maybe get some new ones on order, along with elastomers... I'm just checking this fork over before I splash out £50 on new elasomers and more on the grease...
