Does anyone have any idea about this bottom bracket - manufacturer?

Guessing the vintage is 1991/2 based on the age of the frame.

What frame is it in ?

Yes it has me stumped. Think it might be time for a custom tool.

Frame is something very cool (not mine) I am sure it will make an appearance on here of FB once it is tip top again.

I can’t help with the manufacturer, but won’t a Royce/Hope tool fit?
 
A "normal" 6 pin tool should fit. Or even an adjustable peg spanner at a push.
Though the profile of the rest of the bottom bracket is interesting (and unusual)

You’re right :facepalm:

There’s nothing unique about it other than the sculptures around the holes which look like they could accomdate a tool
 
Took a couple of those out of a bike recently, a normal pin spanner did it once the lock-rings were off, quite nice Japanese sealed bearing BBs but HEAVY.
