I'm thinking of changing the alu seat post on my Rourke for something with a bit more flex, but without breaking the bank. Does anyone know of a decent, modern cromo seat post maker?

Not exactly what you're looking for, but if it's shock absorbtion and a more comfortable ride that you're after, Van Nicholas make titanium seat posts - very nice but not cheap.
