What is this? (Trek 97,98,9900 + GF Supercaliber/Procaliber)

Friends, I want to buy a carbon frame in about 1996. It's Trek, or Gary Fisher, dunno..
I want to make a lightweight and flexible, responsive bike for riding around town, around the river and for light treks. "Fullcarbon and rigid :)"
With 2x10 drive chain (Sh. SLX groupset) and maximum carbon parts (already have Ritchey Superlogic seatpost, Ritchey WCS handlebars and Ritchey WCS fullcarbon fork).
Wheels will be Mavic Crossroc UST with 20 spokes.
I can not identify the purpose of the metal rectangular part on the right side of the rear structure (below, right - near the chain). Damn -WHAT IS THIS??? :shock:

I would assume something to prevent chainsuck damaging the 'fragile' (compared to alloy/steel?) carbon on the chainstay, and the threaded holes would be an option to attach a further device to stop chain suck...
