I've had a good internet trawl too as I too was fascinated at what it might be. Frame has some nice features but I don't know if the rear dropouts looks a bit cheapish/mass produced? Zero's, zero's, zero's & a 9 is a low frame number but might indicate a prototype batch?
 
Its either a Centurion or a Wheeler inmho. Both were fabricated in the far east. Some details differed from brand to brand and model to model of course.

I might be going totally mad of course, but I'm leaning more toward Wheeler than Centurion, I think even the 94 model elevator had different rear dropouts, whilst Wheeler used this design and the cable guides. I have a Wheeler with the same cable guides for sure, but a conventional diamond frame, not estay.
