Removing seat stay canti mount

Ive just bought what i think is a 95 dbr axis tt. At some point in its life a previous owner has cut off the canti mount/bridge that was welded to the seat stays. From the pics it looks neat enough but there are the remnants of it still there. Can i slowly but surely file these down to make them all but invisible or am i risking making a mess of the frame? Its titanium so wont be easy but id like to tidy it up if the risk is low enough.

Anyone done anything similar?

Obviously id prefer the mount to be there, but as its been removed I'd like to try and remove whats left.
 
Dremel and an assortment of grinding and polishing wheels.

Filing titanium is a painful process.

In fact doing anything to Ti with manual tools is painful.
 
Spray a light coat of matt black over the area prior to filing, it'll act as a guide coat so you can see any high & low areas.
Don't rush it by using a dremel, use a hand file.
